The Philippines Development Procurement Commission (PDPC) is established as a regulatory body responsible for the effective implementation of public procurement law in the Philippines.

The Commission seeks to ensure fairness, transparency, and non-discrimination in public procurement while promoting a competitive local industry and increasing stakeholder confidence in procurement processes in the country and beyond.

Tender Requirements

Terms and conditions of participation

To obtain the current tender and tender materials, suppliers should contact the PDPC information department personally. The PDPC does not publish its current tender list on any website due to security concerns.

Eligibility and Rules of Origin

Legal persons, tender groups, consortiums, and foreign companies established in authorized countries or territories may participate in tender supply projects. Products supplied under the agreement must be high-quality and adhere to applicable standards.

Accredited Agents

All tenderers and suppliers require a local agent serving as representative in the buyer country. Agent commissions are negotiated and agreed with the supplier and agent, and are payable only after the supplier receives complete payment from the Procurement Board.

Bid Submission

Supplier bid documents must be submitted by hand to the Secretary Tender Board Procurement Committee through the government accredited agent acting as local representative throughout the tender supply process.

Contract Supply Documents

Supplier submission checklist

  1. A quotation or pro-forma invoice covering the products to be supplied.
  2. A letter of intent stating the supplier's ability to handle the contract perfectly.
  3. Certificate of standard for the products to be supplied, where available, plus specification or data sheet.
  4. A letter authorizing and appointing a local company or enterprise as agent or representative for the tender process.
  5. Certificate of origin, bill of lading, shipping bill, bill of exchange, certificate of inspection or quality check, and related documents.
  6. Completed application or registration form from the International Trade & Investment Commission using company information.
  7. Full description of bidding products, including clear photos where necessary.
  8. Company profile or introduction for comprehensive review by the Tender Procurement Committee.
  9. Evidence of company registration or incorporation as a legal organization in the tenderer's country of origin.

Functions of the PDPC

Core regulatory responsibilities

  • Make proposals for procurement policy formulation.
  • Ensure policy implementation and human resource development for public procurement.
  • Develop rules, instructions, regulatory documentation, and standard procurement formats.
  • Monitor and supervise public procurement and ensure statutory compliance.
  • Obtain information concerning public procurement from contracting authorities.
  • Establish and implement procurement information systems.
  • Publish a monthly public procurement bulletin with tender notices and contract award information.
  • Assess procurement operations and submit process improvement proposals to the Board.
  • Present annual reports to the Minister on procurement processes.
  • Facilitate training for public officials involved in procurement.
  • Develop, promote, and support professional development for procurement practitioners.
  • Advise government bodies on public procurement issues.
  • Organize and participate in complaints and administrative review procedures.
  • Plan and coordinate technical assistance in public procurement.
  • Maintain registers of procurement entities and tender committee officers.
  • Maintain supplier, contractor, consultant, and pricing databases.
